B1 Industrial Property FAQ

Buying a freehold B1 industrial unit in Singapore — eligibility, taxes, financing, tenure and unit types, answered.
General information only. The answers below explain how buying B1 industrial property in Singapore generally works and are not legal, financial or tax advice. Rules and rates are current at the time of writing and subject to change. Eligibility, foreigners & taxes

Yes. Industrial property, including B1, is not restricted under the Residential Property Act, so foreign individuals and foreign-incorporated companies may buy freely, with no government approval, citizenship requirement or quota.

No. ABSD applies only to residential property. Industrial purchases are exempt from ABSD, though standard Buyer’s Stamp Duty at the prevailing non-residential rates (currently up to 5%) still applies.

Likely yes. A sale by a GST-registered seller such as the developer is a taxable supply, so GST (currently 9%) is payable on the price. A GST-registered company buyer can generally claim this back as input tax. Confirm with your tax adviser.

Yes. Industrial Seller’s Stamp Duty applies if you sell within three years: 15% within the first year, 10% within the second, 5% within the third, and 0% thereafter.
Tenure & ownership

Freehold means you own the property in perpetuity with no lease expiry. Most industrial land in Singapore is leasehold (commonly 30 or 60 years) and decays in value over time. Freehold industrial is rare and holds value across generations.

Leasehold offers a lower entry price but value and financing erode as the lease decays and the property reverts to the State at expiry. Freehold offers a higher quality of tenure, no lease-decay discount, generally easier financing over time and full long-term control of the asset.

As a privately developed freehold strata development, JTC’s Minimum Occupation Period does not apply. However the space must be used for a genuine approved B1 industrial purpose, the 3-year Industrial Seller’s Stamp Duty applies, and subletting or change of use needs URA/SLA approval.
Financing

Industrial property is financed as commercial property. Banks typically lend up to 80% of valuation on a first property loan, with tenures up to about 25 to 30 years, subject to the bank, borrower and credit profile.

No. CPF savings may only be used for residential property. The down payment and stamp duties for an industrial purchase must be paid in cash.

If you borrow as an individual, the TDSR cap of 55% of gross monthly income applies. If you buy through an operating company, banks assess the company’s financials instead.
B1 industrial use

B1 (Business 1) permits clean and light industrial activities, warehousing and logistics, R&D and similar uses that do not generate a nuisance buffer beyond what is allowed. It excludes heavy or pollutive industry, which falls under B2.

Within limits. An industrial unit must be predominantly used for the approved industrial activity, generally at least 60% of floor area, with ancillary office or showroom use commonly capped at up to 40%, subject to URA’s prevailing guidelines.

Subject to authority approval, B1 suits a wide range of trades including logistics and e-commerce fulfilment, precision engineering and laboratories, R&D and quality control, media and AV production, software development, data centres, creative studios, showrooms, training centres, telecommunications, hi-tech production and co-working space.
The building & unit types

Ramp-up units sit on floors served by an internal vehicular ramp so class 3 vehicles can drive to the unit door for direct loading. Cargo-lift floors move goods by lift, subject to lift size and capacity.

A dual-key unit is a single strata title divided into two separately accessible spaces, allowing two business functions side by side, separation of clean and operational areas, or owner-occupation of one half while leasing the other.

A limited selection of units where the lift opens directly into the premises, giving added privacy, security and a more exclusive arrival experience.
